Daily Compliance Brief — EU Council Extends ISIL and Al-Qaeda Sanctions Through October 2027

October 27, 2026

Signal

On October 26, 2026, the Council of the European Union renewed its autonomous restrictive measures against ISIL/Da’esh, Al-Qaeda and associated persons, groups and entities for a further year, extending the regime until October 31, 2027. The decision was announced in the Council’s official press release, “EU sanctions against ISIL/Da’esh and Al-Qaeda: Council renews regime until 2027.”

The renewal maintains the existing sanctions framework rather than announcing a new set of designations. The measures remain relevant to EU operators subject to asset-freeze requirements and prohibitions on making funds or economic resources available to listed parties.

Why it matters

Sanctions teams should confirm that screening systems reflect the applicable EU listings and that potential matches are escalated promptly. The renewal is also an opportunity to verify that procedures distinguish EU autonomous counter-terrorism measures from other sanctions regimes that may apply to the same customer or transaction.

Payment operations, correspondent banking and third-party due diligence processes should continue to account for exposure to listed persons and entities. Any suspected match should be assessed under the applicable legal requirements before funds or economic resources are made available.
