Daily Compliance Brief — Treasury Expands Iran Sanctions Action to Legal and Maritime Facilitators
October 21, 2026
Signal
On October 21, 2026, the U.S. Department of the Treasury announced new sanctions under Operation Economic Outcast against legal and maritime facilitators linked to Iranian shipping networks. According to the Treasury press release, the designations include the Panama- and Greece-based law firm Karnakis and Karnakis, shipping agents in Singapore and the United Arab Emirates, and vessels associated with Iranian commodity shipments.
The same announcement confirmed that the Financial Crimes Enforcement Network (FinCEN) had issued its first administrative subpoena under Section 5318(k) of the Bank Secrecy Act to advance an investigation into a Greek bank’s potential ties to Iran and its proxies. FinCEN also requested information concerning banks’ relationships with OFAC-designated Iranian financial institutions.
The action extends the focus beyond vessel owners and direct trading counterparties to the corporate services and financial relationships that can support sanctions evasion. The Treasury announcement identifies the entities and investigative steps, while allegations concerning their conduct remain those of the U.S. government.
Why it matters
Sanctions controls should account for indirect exposure through corporate service providers, shipping agents, vessel operators, ownership structures, and intermediaries involved in Iranian-origin commodity trade. Screening processes may need to incorporate the new designations and assess whether existing customer or counterparty records are connected to previously designated entities.
Correspondent banking and transaction-monitoring teams should also assess whether payment flows, trade-finance activity, or customer relationships involve the newly designated parties or relevant Iranian financial institutions. Escalation decisions should be supported by documented ownership analysis, transaction context, and current sanctions requirements rather than name screening alone.
