The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) sanctioned Xinbi Guarantee and two supporting entities on September 9, 2026, targeting infrastructure linked to cyber scams, fraud, and money laundering. According to the Treasury press release, Xinbi operated an illicit online marketplace connecting scam centers with financial, technological, and other service providers.
The action identifies links between Xinbi Guarantee, digital asset services, money laundering networks, and Southeast Asian scam operations. Treasury stated that the marketplace had processed more than $24 billion in digital assets and fiat currency since its inception around 2022.
The designations also target SafeW Technology and Anwen Technology, which OFAC identified as providers of encrypted communications and digital wallet infrastructure supporting Xinbi's operations.
